My Dad recently got a new phone number and I tried texting him but the texts go to someone else. I can call him when I click on his contact, and I receive his texts but he doesn’t receive mine. It also shows that I can FaceTime him but he doesn’t have an IPhone.

Delete his contact in your iPhone, then enter it again, making sure the only number you enter is his current cell phone number. Open his contact, tap edit, then scan down to the bottom, then tap delete contact.
Try entering his new number for a change and see if it goes where it should.
I have no clue how you could be texting the right number and yet it's going to someone else.
When you text him, are you entering his number as though it was the first time you were ever texting him? I'm thinking it's going to his old number if it auto-enters his number from the previous contact.
He’s never had an IPhone.
Tried that and it didn’t work unfortunately.
No, I just use his contact I have saved on my phone and it’s separate from his old number because I have them under different names.
