Option to change Country/Region not Showing up
When i go to Settings > Media and Purchase > View Account, there is no option labeled Country/Region. How do i see it?

Successfully Changing the Country/Region:
View your Balance:
What device you've purchased something from makes no difference. It is the amount that is in your Apple Account. So, see how much is in there. If some remains, then five Apple a call. Check your Apple Account Balance - Apple Support
You Need to Zero-Out the Balance:
Purchase something that is more than what is in your account. Or, contact an Apple Rep over-the-phone, requesting assistance, asking that they zero-out the balance, then change your location to where it should be.

Something is not configured as it should. Perhaps this is a used device, and it was never sold properly.
