I live in Nepal, so no support here. I chatted with support for quite a while then got disconnected. When I went to reconnect, there was no longer the option to chat. They referred me to a number in India to call, which is unavailable outside of India. The problem is with iCloud and they seem to have no idea what to do about it. But who can I call?

In spite of the unclear name of these forums, we are end users like you with no knowledge of Apple's internal support management practices or procedures. All we can do is refer you to what Apple have published and, when I looked, there is no link shown for Nepal as you found out.
Is the number for Apple India's offices shown here the one you tried to call?
If it is a working number, they likely won't have support people in a business office but may be able to help you find a way.
