unblock number on iphone XR

I have gone to the contacs list the unblock feature is not visible --- I have gone to the blocked contacts list and that number does not appear ---

iPhone XR, iOS 16

Tap Settings

Tap Phone

Tap Blocked Contacts

Tap the number you want to unblock. If the number is not there, it is not blocked

Tap Add to Existing Contacts or Create New Contact

It is under the Settings > Phone.
