It is not possible to remove WebKit, or any other part of iOS.

Safari is built on and utterly dependent on WebKit.

Many of the apps also depend on WebKit.

Removing WebKit—were that possible, and it’s not—will render an iPhone ~useless.

Some Safari tab got busy doing something. It happens.

Close the Safari tab. Or quit and restart Safari, or quit and restart the WebKit-based app.

WebKit is not the issue, The problem lies with the site or app that is using it. There are many apps that consume a tremendous amount of battery power such as WhatsApp and Facebook that use WebKit extensively. WebKit is just doing its job by getting the requested information that these apps are asking for. The answer is to remove the app that is causing all the requests.
