how to remove 17.1.1?

Then, you have posted in the wrong place. This is a user-to-user community support site. Nothing but users here....just like you.

But, the "community" and Apple will both tell you the same thing.....that iOS 17.1.1 or another other iOS version cannot be deleted.

As for "fixing" iOS 17.1.1, we don't know what needs to be fixed. Please list things out for us.

Whether you want a community answer or not, you'll get the ONLY answer possible, which is there is no way to downgrade iOS. Apple simply doesn't support going backwards.

That is a community answer and it would be the very same answer you'd get from Apple or anyone else.
