I can send text messages from my phone to a certain person, but not from my iPad to the same person. ???
This is happening with a person who doesn’t have an iPhone. I have SMS/MMS enabled.

Your iPad is not a cellular telephone. It has no capability to send or receive SMS messages.
You may, however, use your iPhone to forward these messages to/from your iPad.
