I used to be able to scroll my finger down to silence or ping my phone when I can’t find it.

With watchOS 10 you now access Control Center by pressing the side button:

Scroll to the bottom of the Control Center, and there should be an “Edit” button that will allow adding Contro Center icons that are missing.
