I have no ability to get my iPhone14 pro max to give me cell bars.
I have WiFi
can’t make calls or receive.

Go to Settings > Phone > WiFi Calling and turn it on. Now, you will be using WiFi to make calls instead of mobile data. Another solution to the problem would be to make calls and take messages through WhatsApp rather than Phone and iMessage. Obviously, this is a temporary fix and you should look into getting an alternative data plan, probably with a different carrier, which provides coverage in the area you are currently in.
