If you can't open the App Store or iTunes Store, buy content, or edit payment information - Apple Support
says you may need to:
Update your iPhone, iPad, or iPod touch to the latest version of iOS or iPadOS.
Else: If your iPhone already has the latest iOS 17 version installed already:
Try restarting your iPhone (deletes temporary files, re-establishes connections, often restores order) :

Trouble-shooting if needed:
Seems you are connected to wifi ok, but not necessarily to the Internet.
(You could open and use the Safari app to check whether or not you can access the internet.)
You might need to check iPhone settings or Router/Modem Settings.
If it is the Router/ Modem not connecting you might need to contact your provider
(For connecting over cellular ... the provider who provided your SIM card)
