I’m trying to add my credit cards to the my phone wallet to use Apple Pay but I don’t know what is the reason maybe my country wallet doesn’t support that with my best wishes

Correct. Apple Pay is not supported in Iraq, as such you cannot add credit or debit cards to the Wallet App there.
