I upgraded iCloud plan to 50 gb and just enabled back up. My storage of photos went up to 95 gb from 56 gb suddenly while icloud updating. It is still going up while I’m writing it. I’m too concerned. What can I do? Why does this happen? Is it bug? Will it be fixed after backup process completed?

Be careful with this statement. iCloud is not a true archival service. It is a syncing service. If you sync things like photos, messages, etc., to iCloud. If deleted, they delete on every device one syncs with iCloud.
No I didn’t do anything it just increased suddenly once I turned on icloud backup after upgrading plan I hope it’ll be fixed after the process completed Thanks for your reply
