Alias is created on desktop rather than in location w/ original

Our office has a number of different Macintoshes, running a few different OS. We have noted a change in behavior of making aliases, and are trying to determine whether it is a bug or a "feature"....

On 10.14 and prior, aliases are made in the same location as the original

10.15 and later, aliases created on network volumes are created on the Desktop. Unless you use option+command drag & drop.

right-click --> make alias

control+command+A

option+command drag & drop

Those 3 methods used to have the same behavior, now it seems that they have 2 different behaviors when working on network volumes.

Can anyone confirm/deny that they see the same thing?
