100% battery capacity after nearly 1.000 cycles - is that possible?

I recently bought a refurbished iPhone 12. The battery capacity is displayed as 100%. However, in the analysis data last_value_CycleCount has the value 996. Is it possible that both values are correct? After so many cycles, shouldn't the capacity be significantly lower? Or does the old cycle count remain when a new battery is inserted?

Who refurbished the phone? Unless it was Apple, it is unlikely that the battery is an OEM part. And, if it's not, the battery capacity will never be correct.
