how to get more storage on my iPhone 11 (not my iCloud)

I am constantly filling up my device which is 64 GB. I have iCloud and it shows that I have a lot of open space, but my device storage is maxed out. I then delete all the unused apps, offload or delete, also delete photos, videos, etc, and I know all the ways to delete cache and text messages etc. Then go back to storage and it STILL shows it's like 63 GB out of 64.

I have completely stripped down my phone and have zero photos etc, and it STILL SHOWS RED and huge amount of photos on the storage bar graph. Why is it not updating???? How do I get like 256GB on this phone??
