The skip back 15 seconds and skip ahead 30 seconds only works when I repeatedly press the skip and then it skips to a random spot, almost like there is a bad lag. This only happens when I have the podcast open in the app. The skip buttons work fine from the lock screen. I am using ios 17.1.1. Is anyone else having this issue?

Yes the function seems to have been changed to be a deliberate centered press for a whole second. You can see the faint grey circle behind your finger press get larger. It does work but you have to be intentional.

If you "hold" the skip rather than tap it, it will work, BTW
Nothing works in app for me - tap or hold. Only way to do it is from the Home Screen.
You got to kind of center your finger right in the center -then it will highlight and skip, it is probably their lame brain attempt to make it harder to skip accidentally.
i have the same issue - it only started after I upgraded to iOS 17.1.2 Skip & forward work on all other apps, & sometimes on screen lock. It’s just the Apple podcast app, when it’s open. (Mine are frozen & don’t work at all). Have tried reinstalling the app but no joy.
This has been an unfixed “bug” since despite several updates since. It’s clearly intentional to keep people listening to ads. If you have Spotify or Overcast, they don’t have this issue. I think folks need to stop using Apples app until they fix this.
I’m having this issue now, and have been for like 3 months. It’s really aggravating. Apple Podcasts have been getting really bad, they used to be my preferred app but I’m going to have to download a third party app. I like to use first party when possible but with this and previously listened to episodes suddenly having playback errors when I try to replay them, I just can’t deal with it.
I listen to podcasts as I go to sleep and then when I wake up and try to replay the parts of the episode I missed while asleep, it gives an error and that episode seems to be forever lost to me.

I thought the same. But it works on the Home Screen lock / if you swipe up, so think it's just an app bug.
Use Spotify, if you have it, and stop playing games with Apple.
I have a similar issue. I can’t get the skip ahead to work at all most times; the skip back function works about about half the time. iPhone SE iOS 17.1.1

If Apple has changed the software so that skip ahead/skip back no longer works, would someone from Apple please confirm - or deny. As my grandmother used to say "be honest, not rude"
It also don't work well on my Apple Watch SE, either. Sometimes the skip buttons work, but probably only 50% of the time. And since podcasts are just RSS feeds, I'll probably migrate my subscriptions to a different app.
That is because this ridiculous company probably worked a deal with the advertisers to disable it so we have to listen to ads.
Yeah - I noticed that, but I still think they planned this.
Still no joy, no matter where I press or how hard. (And why change a UX that worked perfectly well? 🤦♀️)
