two factor authentication is very common for corroborating your identity— so hacking(?) makes me question the validity of a popup warning.

Safari>Settings>Website>Notifications> both Notifications and pop-ups disallow any suspect here.

Uninstall all third party apps that are Cleaners/Optimizers/VPN/Anti-Virus
