If you can't find the camera app on one of your screens, did you check, if it got moved to the App Library?

Or has the camera app been restricted in the settings for Screen Time?
Restricted apps can't be found on the device until the restrictions have been disabled again.
In case you have a profile set up or a managed device, apps can also be restricted.
