Apple Pay makes repetitive random requests

About once every 1-2 weeks, I get a random request from Apple Pay to accept some charge that is undefined (the request is to double click the right button). This charge is not initiated by me. I ignore by swiping up and it re-appears immediately. It will do this 5-8 times in a row even on top of other apps I might be trying to use at that time. I can't seem to detect any pattern to why it would present itself and make the request. I don't have any apps that I have to regularly approve charges, and the $0.99 charge for Apple storage doesn't require this action. I don't have other devices in the household running NFC.

Any thoughts on what might be occurring here, or how I can get it to stop?
