iPhone losing GPS signal/drifting, even after upgrading iPhones

This started with my iPhone 7 while using the IPhones Apple Maps for work. Whether I used the native app, google maps or Waze. The gps signal marker would constantly freeze or wander sideways or up and down the screen. Years pass and I upgrade to the iPhone 12 Pro, and I’m having the exact same problem.

Things I have tried so far;

1. Turning the GPS on and off
2. Allowing precise location
3. Factory resetting Location & Privacy settings
4. Factory Resting Network Settings
5. Using other Navigation Apps
6. Upgrading from iPhone 7 to iPhone 12 Pro.
7. I’ve moved to different states in between the iPhones so it can’t be geographical location issues (Both were large cities, but outside downtown areas)
