Watch, Settings, Battery, Battery health, try turning off Optimised Charging

That is the default behavior when the Optimized Charging setting is turned on. This is to help prolong the life of the battery and learns your charging behavior. If you are consistent with your charging, the watch will charge to 100% shortly before you take it off the charger, otherwise it will only charge to 80% until a specific charging pattern can be determined.

The battery will wear out every day and there is no way to stop it. With Lithium Ion batteries like what is in your Watch and iPhone, they will last a little longer if the charge is not always at 100%. It has been found that 80% is the sweet spot for maximum life and usability of the battery. Once the Maximum Capacity gets below 80%, then it is time to have the battery replaced. It is about $99 to have the battery replaced in the US.
