Cannot comply to terms & conditions

Hi, my iphone doesn’t sync photos anymore. In the photos app on the bottom it says: “To use iCloud on this iPhone, you must accept the new terms and conditions.” And it has a link to settings. When I click that, it just takes me to my settings but there’s no pop up or anything. When I try to trigger the promot by going to iCloud in my settings or online, nothing happens.

fyi: I have an icloud+ subscription and I have family sharing on.

when I go to my apple ID page in settings the iCloud button is grey: I cannot click it. This also goes for my find my button. It also says that family information is not available.

what to do?
