Exporting a multi-page scanned document in Notes only includes 1st page

I am trying to use MacOS Notes, the Export PDF menu item, on a 10 page document I scanned on my iPhone and saved to iCloud.

When I open scanned doc in Notes on my Mac, all the scanned pages are there.

But when I export to PDF, only the 1st page shows. I've tried selecting all 10 scanned images, no luck. I've tried moving the cursor around within the document and repeated export to PDF. Still only the 1st page

How do I get Notes to export the whole scanned document, not just the 1st page
