im trying to set up my new iphone 15 and switch my old cellular data but its an iphone 6 and and barely on the ios 12

I don't really know what you mean when you say that. If you are transferring content from a device with an older iOS version to one with a newer version, there should be no problems. It's when you try the reverse that you find the new device may have features that the old device simply will not understand and Apple won't let you transfer.
