Apple gift card: serial # on card does NOT match serial # on packaging, and can't get a refund.

I purchased a $50 Apple card at CVS. When we opened it, the serial number on the inside (starting with PBH) does NOT match the serial number on the exterior of the packaging (beginning with GCA). It therefore cannot be redeemed, and CVS won't refund the purchase of the card. Effectively I have been defrauded of $50. Apple phone support says they cannot do anything to help, but they manufactured the product. That's not right.
