Hello! Thank you for using Apple Support Communities.

If you are trying to zero your balance and still have a valid credit or debit card, you may purchase an item from the App Store for more than your balance and the remainder will be billed to your credit card. You may also click on Official Apple Support (the same as clicking on "Support" at the bottom left of this page) and they can zero it for you. Better yet, use this direct link Apple provides to take you the people who do the very service you need --> https://getsupport.apple.com/?caller=kbase&PGF=PGF63005&category_id=SC0998&symptom_id=20198

It might save you some time, and using the general support link will likely just eventually take you here anyway after a bit of hunting.

Alternatively give Apple a call:

Contact Apple for support and service - Apple Support

Also if you are asking about this because you are changing regions, take a look at this article:

Change your Apple ID country or region - Apple Support

Have a great day!

Both of us who have posted responses already have said that one way to do this is to contact Apple. I provide a link to the service that is specifically dedicated to doing that (the other link is to general support which may take a bit of exploring just to end you up at the link I provided so you may just as well use the link I provided).

Remember that nobody responding here actually works for Apple. We are people just like yourself and we cannot do anything with your account.
