hello - new to the community- first time using iPad - always used PC. I
I have an older iPad iOS 10.3.4 updates not available. I do have Wi-Fi access. other than being outdated what is it safe to use?

You can still use it, but some websites may now block your access for using outdated browser technology and application developers have long since set a much newer version of iPadOS as the criterion for installing applications from the iOS App Store (also excluded from iOS 10.3.4 updates).
I have an an older iPad here running iOS 10.3.4 and it stays in the closet. I have a newer iPad 5 running iPadOS 16.7.2 that I occasionally use.
If you like the iPad and want to perform current activities on it, I suggest you consider either a new one, or a refurbished model from Apple at reduced cost.
