Apple does not get involved with lost or stolen phones, but they can notify their insurance carrier that it was stolen to get a replacement, and the insurance carrier can have the phone blacklisted.

If you have to worry it’s a sign not to purchase it. If you meet the seller in person verify that the phone has been restored to factory and activation lock is not on BEFORE exchanging any money. But if you don’t trust the seller don’t waste your time

Let’s add in don’t buy from online unless it’s from a reputable site that offers buyer protections and don’t use payment methods that don’t offer protection (PayPal would be a good one IF the transaction is occurring under the buyer protection policy. Cash app would be an example of a bad payment method).

Don't buy a used phone unless you have a written guarantee that you can return it for a full refund.

Don't buy a used phone unless it powers on to the "hello" screen

Even then, you have no way to know what the actual condition of the battery might be, so plan on another $90-100 for a battery soon.

A few factors matter so this isn’t always a great indicator that it is likely stolen. It’s also unlikely that someone selling a used iPhone that is not the current model series would get too close to new price for it with the exception of if it is being sold with the remaining period of a prepaid AppleCare+ Theft and Loss plan (and it would need to be at least 10-12 months remaining on the coverage with the seller acknowledging they will transfer ownership of the plan to the buyer via the Apple steps required). But the sellers refusal to provide certain documentation or provide evidence of certain things like the current battery health, a copy of the proof of coverage, etc would be suspect.
