Why is my phone stuck on verifying number

it is stuck on verifying number and I can only receive messages and calls threw my iCloud

I’m not receiving verification text messages or any sms messages. I have check my blocked calls and messages and I don’t have any. I’m not receiving verification messages on my phone. It’s not just one it’s all of them. I have checked to make sure there is nothing blocked and there isn’t.
