Apps logged out - sign on and security details missing after changing phone to iPhone13

I have just bought an iPhone13 and want to update it using the data and security settings in my old iPhone XS - have twice failed to get this to happen - once using the automated migration that happens when you put your old and new phones next to each other - the second using a backup of the old iPhone from my iMac - I have now spoken to two Apple staff but nothing they have tried has worked. Mainly they have tried to get the password switch via iCloud keychain sharing. None of my banking apps work but also other apps like Spotify and Netflix also have to be signed back in from scratch. I have most of the security data I need being held in a password program but I do not hold passwords for some older programs, for which I bought perpetual licences a long time ago. Most website passwords do work still - it's always apps that fail to load.
