You could try networking them together… or the good ol’ reliable “sneaker-net” where you plug a big enough usb stick/thumb drive into your PC, load some photos onto it then safely eject it from the PC and plug it into your Mac, slow but effective, your PC should have either a usb 2 or usb 3 socket port on it.. and your new Mac should have USB-C so get a USB-C female to usb2 or 3 adapter as well( they’re cheap) the usb drive itself should formatted as ExFat…

I'm not sure your Windows version of your PC, though open Migration Assistant, which is in the Utilities folder of your Applications folder. Follow the onscreen instructions until you're asked how you want to transfer your information, pictures. Select the option to transfer from a Windows PC, then click Continue. Select the icon representing your PC, then click Continue which could works.
