Sounds like you should contact Citibank, we and apple can not help you with your problem.
In the future please use more information about your problem so we can offer more solutions, for example you could tell us what you want to do in the iTunes Store; I don’t understand what “upload a bank application because i recurve a message” means, if you want to submit a bank application you should talk to the bank not us.

If you are having trouble downloading an app from the app store, and getting a message indicating no connection to the app store:
Here is what Apple recommends:
