My iPad Pro 11 OS Version received as a gift, have 40 restrictions that I cannot remove, need help to reset to its orginal format

I am a Child care provider Owner, Director and the SNUGG IPad Pro 11 was given to us to use, however, they did not remove the 40 restricitions. I need help on how to do a hard reset or remove the restrictions.

Restrictions passcode problem I am trying to reset my daughters old phone to factory settings but it keeps asking for a ‘restrictions passcode’. Neither me or my daughter remember setting this up so have no idea what it could be (many failed attempts). whats the best way to be able to reset her old phone. We have tried to reset all settings but it asks for the ‘restrictions passcode’, we have tried erasing all content and settings but again it asks for ‘restrictions passcode’. We seem to be stuck. Parental control settings I accidentally backed up my new iPhone off an old kids iPad mini that had 18+ restrictions. The iPad mini has since been restored to factory settings and as a result my new phone has restrictions still and no one has been able to figure out how to turn them off (including Telstra)
