If you have an old and damaged iPad and wish to access its contents, then you will either need to have the iPad repaired while preserving its data, or restore a backup. If a repair can’t preserve the data or is otherwise not an option here, and if you have no backups of the failed iPad, then the data is gone.
People are expected to perform their own backups if and as needed, either to a Mac or PC, or to iCloud, or otherwise. Apple doesn’t keep automatic backups of people’s devices.
