Missing suggested contacts in photos

Why doesn’t my iPhone 14 Pro with IOS 17.1.2 show suggested contacts in Photos app?

My husbands iphone 11 IOS 17.2.1 with sharing a dog photo shows my contact as first option, but mine (the flower photo) doesn’t!

How can I add back the suggested contacts to mine?

settings => Siri & search => suggestions from apple: show when sharing.
