when signing in into iCloud the Finder stops responding. i also created another user account and same issues is happening there also.
this is happening on a MacBook, but works ok on iphone and ipad,

Have never heard this before.
Uninstall all third party apps that are Cleaners/Optimizers/Anti-Virus/VPN
all known to cause issues on the macOS
