Family Sharing - Doesn't recongize my payment info for other members

Set up Family with me being the Organizer. Added my wife as member. She has visibility to my purchased books on her iPad. When she tries to download, she gets error message "Unable to Download. To download shared content, your Family must have a valid payment method." My payment info is current and I have no issue making purchases. Under her Settings, Payment & Shipping, Payment Methods is grayed out and she is unable to edit. I suspect the grayed out field is because it should be using my Family payment info.
