They cannot.
There is no Yearly option for iCloud storage. Only Monthly.
The best you can do, is add funds to your Apple account that covers the entire year for iCloud, and it will automatically be used to pay for it. It will however also be used to pay for any other purchases from the iTunes and App Stores and any other active subscriptions automatically too.
