Chances are you have been scammed and Apple are not involved. You can see if the scharges are real or bogis yourself by starting here:
View your purchase history for the App Store, iTunes Store, and other Apple media services - Apple Support
making sure you set the history viewer's "Apple ID" selector to "All" if you are using Family Sharing:

If the charges DO NOT show, your card number is likely compromised and is being used by criminals posing as Apple. They also pose as other major retailers.
If that is the case, Apple will have no records of the transaction and only your credit card issuer can help resolve the issue. When it happened to us, the card issuer identified the charges as bogus, erased the charges, and issued my wife a new card number. Apple cannot do these things when their name was illegally used.
