How can I create Tabs Groups in Safari 14.0.1?

For Big Sur, Apple Support says:

Create a Tab Group from the tabs in the current window

1. In the Safari app  on your Mac, click the down arrow  next to the Sidebar button in the toolbar.
2. If the sidebar is open, click the Add Tab Group button  in the toolbar.
3. Choose New Tab Group with [number] Tabs.
4. Enter a name for the Tab Group, then press Return.

The problem is THERE IS no "down arrow  next to the Sidebar button in the toolbar". See photo attached.

I cannot upgrade to the latest version of Safari because of the known Thunderbolt unexpected shutdowns. I did it last week and had to go back to Big Sur 14.0.1 with this Safari.

I got accustomed to work with Tabs Groups. Any suggestions how I can get them back?
