Shared iPad - Storage full even after factory reset

Can anyone help? I have been looking at various forums and websites online but there seems to be no official fix only things that people have tried with varying results. We are a secondary school with a number of iPads connected to our MDM (Microsoft Intune). On the whole most of the devices are working fine but I have 2 or three that even after having factory resets are displaying an error message when attempting to sign in saying that the device storage is full.


These devices are setup up as "shared iPads" and the students login with their school email address as Intune syncs with Apple School Manager to create the apple ID's. When looking at the devices they are not actually full and its something to do with the way that shared iPad's partition the storage. I have already limited the number of profiles stored on the device.


Most of the devices are on iPadOS 16.x.x and also tried updating to 17 as this was meant to fix some problems with IPad's connected to an MDM.
