Please contact official Apple Support (the people responding on this forum are Apple product users like yourself and cannot do anything with your account) for help with an "inactive" Apple ID.

Note that having an "inactive" account is not the same as having a disabled account. If your account says it is "disabled", see this article --> If your Apple ID is locked or disabled - Apple Support
