Which system is currently running on your Mac? And which version of iPhoto has last opened the libraries?

If you cannot get to the library images fro Photos, as a last resort you can recover the original files from within the Library package.
Note: this is a last resort action. You will recover the images as you imported them from the camera. You will lose any edits, metadata changes or organisation you have done.
Right click on the Library package and select 'Show package Contents'. A Finder window will open within the library. Your images will be inside a folder called 'Originals' or 'Masters' (the name varies on the version. Drag them from there to wherever you prefer.
Can I confirm that you're asking specifically about iPhoto (an app discontinued almost 8 years ago) and not Photos, the current photo manager on Mac OS?
Can you give us some background? How are you trying to recover the images? What happens when you try to recover images?
And is the system version given below your question still the system you are having currently installed? iMac 27″, macOS 10.13. ? On this system version you could still be running iPhoto. But you need iPhoto'11, version 9.6.1.
Yes, the old iPhoto app the was discontinued almost 8 years ago.
Not able to recover the images.
