Problem to use ssh under hotspot iPhone 11 Pro iOS17

I've used my iPhone for while to shared internet to my laptop and I use this laptop to connect to a different servers via OpenSSH or OpenVPN... However after recent updates I am not able to do that anymore.

What is interesting:

• Putty can connect to ssh servers through mobile hot spot, OpenSSH cannot
• Both ssh and OpenVPN clients work perfect from iPhone itself, so this is not carrier limitation
• ssh clients, which I have on WSL2 machines, does not work as well

Apple support didn't help, mostly because they were not focusing on a problem itself - I performed tens of their recommendations, like reloading, running diagnostics, resetting settings, wipening screen etc. They even do not know, what the SSH or VPN connections are.

What I tried so far:

• Reduced MTU on all network interfaces when connected to mobile hot spot - no results.
• Changed interfaces priorities - were not so much hopes, and didn't help either
• Reset all network adapters on PC - didn't help

When I use WiFi connection, or mobile hot spot from Android with the same carrier - everything works fine.
