You cannot move stuff to iCloud to free up space on your iPhone; iCloud is a syncing service, not an archive. So anything in iCloud is replicated on your iPhone and any other devices logged in to iCloud.

What you CAN do is go to Settings/Photos and tap Optimize iPhone Storage. What this does is convert the photos on your phone to lower resolution and size, but keep the full size in iCloud. This will reduce your photo storage by a factor of roughly 4 - that is4 GB of photo storage will become 1 GB.
