what app do I use for Powerbeats?

There is no app. Follow these instructions:

Set up and use your Powerbeats Pro with an iPhone, Mac, or other device - Apple Support

No external App is required.

Just open the Settings app on your iPhone and go to the Bluetooth page there. The Powerbeats should appear there ready to be paired. Follow the rest of the steps in the support document you posted from.
