Is the Apple Voice Music Subscription Plan still available? I do not see it as a choice when signing up for Apple Music.

The Apple Music Voice Plan has been discontinued. See information in What happened to Apple Music Voice Plan? - Apple Support

It was discontinued in November. Users who currently have a subscription can use the service until their subscription expires.
