Bluetooth still turns itself on despites settings used for switching off IOS 17.1.2

As the title states above, Bluetooth still turns itself on despite using the settings for switching off (Not just using the quick access button)

Several times per day I have found the Bluetooth on after switching it off, and as some users have said in other questions, I also experience Bluetooth switching itself on *every time* I reboot my phone. I have seen others state they can not reproduce this so I did go ahead and have my phone scanned for Malware and/or Virus with nothing indicated.

I was hoping that IOS 17 would have fixed this as has been issue since 14-15 but obviously no joy. I am wondering if other people saw this issue vanish on their end after 17 update, or if they continue to have issues with it as well?

For the folks that simply want to ask what's the big deal, the big deal is it kills battery life, can cause a potential security issue and most importantly, it is a big deal because the phone is performing an action that I am NOT giving it permission to do.

This is unacceptable especially as I use it for confidential work

Iphone XR on IOS 17.1.2 Yes old phone but still love my XR in 2023.

Thanks all, I hope this finds you and yours doing well.
