If this is a new computer that doesn't have the items that are on your iPhone see Recover your iTunes library from your iPod or iOS device - Apple Community. What exactly do you see when you try to enable syncing of your device? If it tells you that sync library is enabled then they would suggest that you have an Apple Music subscription, and should enable Sync Library aka iCloud Music Library in iTunes so that your cloud content becomes available to it. In this scenario you would not sync by wire since it happens over the air automatically.
