how can i update my safari or google chrome
I am trying to view and pay my bill with Chase CC but will not allow me to go further without updating either my google chrome or safari

Where are you trying to update it exactly? On an iPhone or on a Mac?

To update Safari on Mac follow the steps in the support document linked below.

On iPhone, it is updated with the iOS version. If your iPhone is running iOS 17.1.2 then it has the most up to date version of Safari.
For Chrome, if there's an update available on a Mac, it should show a green, yellow or red pill shape with the word Update in the top right corner of the Chrome window.

On iPhone, the update should appear in the App Store App, when clicking on your user icon at the top right corner of the screen, and then scrolling down to the Updates section.
If your macOS version or iOS version is too old, there may be no update available for either browser however.
